- Born in East-Germany, with Congolese ancestry. Wanted to take vengeance against American and Kazakh for making peace with Turkey and Pakistan and banning nuclear weapon testing. He saw how USSR remained in power until its collapse and decide to revitalize its ideology. He moved to Congo as a child and supported communism.

- Mara tagged along with Rhoemer and supports authoritarianism and imperialism to keep citizens blissful in their materialistic desires and gain riches to bribe local politicians to prevent herself from being locked up in prison. With all the money she got from working as a prostitute, she got intimate with people who supported communism.

- Kabanov, a Ukrainian scientist who genetically modified Syphon Filter virus to wipe out a whole continent due to unable to sustain resources to an over increasing population. He successfully created the virus in 1995. He sells it to Black Baton and became a millionaire. He remains hidden in a Ukrainian monastery to study its effects. He is one the few NPCs that don't become a casualty, even when confronted by the Thomas Markinson.

- Intel from Phagen's secret weapon warehouse, revealed Lyle is a business man who worked to expand pharcom and other pharmaceutical companies in New York since 1987. By 1998, he became rich and a little greedy by not giving New York residents the proper medical treatment desired, except for addictive drugs that has a low chance to cure a flu.
