Napoleon no longer wanted Haiti. he agreed to give the Haitians independence and Toussaint agreed to retire from public life.

Toussaint was invited to come to a negotiating meeting with safe conduct promised. At Napoleon's orders, he was arrested and put on a ship headed for France. Thus breaking the safe conduct agreement.
