The Constitution
Ratified June 21, 1788
Effective March 4, 1789
Congress and only Congresscan make laws.
The House of Representatives and The Senate were established, making a bicameral legislature.
Article One
All taxes & tariffs must originate in the House of Representatives.
Each state gets two seats in Senate.
This article grants the President "executive power."
The Electoral College was established.
Article Two
The president can negotiate foreign treaties
The president can be impeached before the end of his term.
Congress creates Supreme Court, giving it "all judicial power of the U.S."
Federal courts decide cases with federal law, problems with different states or problems within one state
Article Three
Someone accused of a crime has the right to trial in front of a jury instead of just the judge.
A certain state can't discriminate against residents of other states
States that capture fugitives from other states have to send them back for trial.
Articles Four & Five
The constitution can be changed. It needs to be proposed by 2/3 vote in both houses and then ratified by 3/4 of the state legislatures.
The new US govt. promised to take on all old debts from the older, national government.
Articles Six & Seven
The Framers decided that 9 out of 13 states would be enough to ratify the constitution.
