Storyboard Text

  • Civilians, advocacy groups, or Members of Congress can draw up a bill.
  • But only Members of Congress can introduce a bill
  • A bill is placed in the hopper for introduction.A bill can be introduced in House or Senate depending on the affiliation of sponsorThe bill is then given a number and letter
  • After introduction, the bill is sent to standing committee. Committee edits and controls the fate of bills. If committee dislikes the bill, the bill dies.Committee Chairperson has lots of power over billThey decide which bill will be studied. The bill they decide on are mostly ones that support their political party.
  • After committee, the bill is sent back to the House floor. Floor leaders persuades Representatives to get them to vote for bill. They only favor bills that are in the interest of their political party. Whips also help to get Reps. votesReps. debate bill and take a floor vote, which determines approval/disapproval of the bill
  • A quorum of 218 Reps. are needed at the floor
  • If the bill is approved in the House, it goes to the Senate. The same process is repeated in The Senate
