  • I sure hope this doesn't take all day!
  • Good morning to all, we’re gathered here this May of 1787 at the Pennsylvania State House in Philadelphia for a Constitutional Convention where we will rewrite the Articles of Confederation. I am George Washington and you, the delegates have chosen me to preside over this meeting. So let us begin, one of the most serious issues we face today is how to balance the power between the big state sand the small states. At this moment, under the Articles of Confederation, each state has one vote in Congress.
  • Well, what if we divide Congress into two houses, the Senate and the House of Representatives. The Senate would allow each state to have two senators, and the House of Representatives will be based on the population- one rep for every 30,000 people in a population.
  • This, by the way, is very unfair to us. We should have a number of representatives in the in Congress based on our population like in James Madison’s Virginia Plan.
  • No, what you are proposing is what’s unfair. We should have as much power as you big states. ALL states should get the same number of representatives like in William Paterson’s New Jersey Plan.

  • ...Well then, it’s settled. We shall call this agreement the Great Compromise.

  • It’s not our fault, you northern states don’t have slaves to include in your population.
  • Well, we propose that everyone be counted in the population including slaves.
  • You all didn’t want slaves counted as people when had to pay taxes on them but now you want them counted as people just so you can out vote us in the House of Representatives.
  • That’s aburd! Almost half of the southern states’ populations are slaves, and besides, slaves are property, not people.
  • We’ve come up with the Three-fifths Compromise where the number of representatives would be based on all the free people and in addition each slave would only count as three-fifths of a free person.
  • George, Roger and I have been thinking, and we have an idea on how we can settle this conflict between the northern and southern states regarding how to count the slaves in the population count.
