Its purpose is to generate funds or revenues used to defray expenses incurred by the government in promoting the general welfare of its citizenry.

  • We will make other form of tax revenues and having a surplus of government budget to resolve these issues.
  • The arrival of Spaniards altered this subsistence system because they imposed "tributos" (tributes) from the Filipinos. "Tributos" or tributes are needed to raise funds to run the government.

  • What??
  • That's right, they abolished the cedula taxes but the other form of taxes were increased like the income tax rate, surtax rate on net incomes, and other corporation taxes.
  • What??
  • The Spanish government introduced different income generating means such as The Manila-Acapulco Galleon Trade which was the main source of income for the colony during its early years and the Polo Y Servicio or the forced labor of men ranging from 16 to 60 years old for 40 days and were obligated personal services to community projects. But in 1884, the tribute was replaced by "cedula."
  • The Evolution of Philippine Taxation
  • Oh, now I know how our taxation evolved. Its all thanks to you, now I understand more about the taxes I am paying for.
  • You're welcome. Since we finished eating, I'll get back to work.
  • What??
  • From 1898 to 1903, the Americans followed the Spanish system of taxation with some modifications. Later on, the Urbana would be replaced by tax on real estate, which became known as land tax. The problem with the tax was that land titling in the rural area was very disorderly. In 1904, Internal Revenue Law was enacted to resolve the issues on tax collection on land taxes.
  • We also found out that lands in Rurak and Urban areas were equally taxed.
  • In 1937, cedula tax was abolished, which prepared to be a progressive move. In 1939, the Commonwealth drafted the National Internal Revenue Code that makes major changes in the new taxation system. The introduced tax structure was an improvement of the earlier system introduced by the Americans. In short, these doesn't make people's lives convenient, in fact, others take advantage of the lower class.
  • Is it true that the government removed the system of cedula taxes?
  • One of the reason why the government exist is because of the taxes, we can finance our governmental activities through revenues and by that it is important on our part to know the origin and the nature of our taxation system here in the Philippines.
  • Thank you sirs,come again...
