The Weather is different, and a cyclone is approaching the house. Uncle Henry and Aunt Em make it to the cyclone cellar, but Dorothy and Toto don't.
When your house landed down it fell on top of the wicked witch and killed her, and I am the Good witch of the North.

The House, Dorothy, and Toto get carried away by the cyclone.

They reach the land of Oz and land on top of a wicked witch, killing her.

The Wicked Witch dried up under the sun, and Dorothy is now asking the Good witch for her help to get back home.
In this scene, the Good Witch says that she does not have the power to send her back home but she knows that the Great Wizard of Oz would know and to get to him she has to follow the bricked road.
On her way to the Emerald City, she meets a Scarecrow who needs help, Dorothy helps him.
