The Proverb means you shouldn't be so quick to judge people on how they appear because you don't know what struggles they've been through, and they may have been through struggles that you cant even get through. As shown in this picture the crocodile is at the other side of the river and the kid cant judge the crocodile until he crosses the river because he doesn't know if he can do what the crocodile accomplished.
