  • 1. An Idea is Created for a New Law
  • Law to prevent texting and driving. 
  • 2. The Bill is Introduced in the House
  • 3. The Bill is Discussed in Committee
  • Anyone can come up with a new idea for a bill. Only a member of Congress can introduce the bill. 
  • 4. The Bill is Debated and Voted on by the House
  • Texting & Driving Bill
  • Bill gets introduced to someone in Congress. If a Senator writes the bill, it is sent to the Senate. If a representative writes the bill, it is sent to the House of Representatives.
  • 5. The Bill is Sent to the Senate
  • The House passes bill.
  • Texting & Driving Bill
  • Bill is introduced to the committee and is discussed. Bill is debated and amended.
  • 6. The Bill is Discussed in Committee
  • The House passes bill.
  • The Senate passes bill.
  • The House votes electronically for the bill to pass.
  • When passed in House, now the Senate votes.
  • Each house passes its own bill which is then written into one bill.
