- At first the national army was formed from militias of untrained and undisciplined volunteers.however after congress creates the continental Army-men began to enlist for only 1 year congress did not have money,thus they were unable to provide the continental Army with supplies such as,-blankets,shoes,food,guns,and ammunition.
