  • What kind of distribution?
  • Hi MJ, I just finished reading the distribution of the Philippine’snational budget of 2015.
  • Is it legal for us to have access to that kind of information?
  • Most of the data is the allocation of the national budget todifferent kinds of programs and projects done by the government during that year.
  • Of course!
  • We, the people, are taxpayers and the national budget comes fromthe taxpayer’s money. So, it is essentially the breakdown of the funds that weprovided, to various projects that should benefit us.
  • How would the national budget be a matter for public concern?
  • It is our right, as it is written in the constitution. We,the people, have the right to information on matters of public concern.
  • This seems beneficial, but are there concerns to safety, orthings that we are not allowed to do with this kind of information?
  • Excellent question, MJ!
  • An example would be an abuse of this informationfor basis of propaganda and/or misinformation. While it is easy to show thedata, it could be a spawning ground for false accusations by simply relatingthe actual data to something else entirely.
  • While this kind of information is available to the public, itis important that we use this appropriately and legally by properly abiding to the law.
  • Can you give me an example of such situationthat does not abide by the law?
  • No problem, MJ. Hopefully we can continue to use these rightswith dignity and responsibility.
