In the tiny country of Cornucopia there have been a few mysterious deaths and dissapearences and people have started to blame the Ickabog, a creature from stories they tell. So to satisfy the people, King Fred, Lords Spittleworth and Flapoon, and the Royal Guard go to the marshlands to "slay" the Ickabog. Soon after they get there, the king gets scared and drops his sword in the mud and makes the two lords go and get it for him. The lords too get scared and by accident, Flapoon shoots his gun and kills Major Beamish. To hide it from the public and the King, they say that the Ickabog got him and that is what starts it all.
After a while, people start to have doubts about the Ickabog being real so Lord Spittleworth declares that saying that the Ickabog isn't real or anything suggesting that is an act of treason and that they will be placed in jail. And to make sure that there are no more doubts, he has a wooden Ickabog foot made to smash peoples houses and then the royal guard will kill the people inside, blaming the Ickabog.
The two lords do not want to get caught in their lie, but trying to hide it leads to many imprisoned or killed, kidnapping Daisy Dovetail, and raising taxes to pay for the bogus Ickabog brigade. This all results in causing the once wonderful and plentiful country to become poor and homeless.This is all kept from King Fred though. Meanwhile people begin doubting the Ickabog again and Bert Beamish, the late Major Beamish's son finds a clue.
Bert tells his mother what he suspects the Lords are doing and she goes to the castle to tell the king but the Lords see her and take her to the dungeons. Bert escapes their house just in time before the Royal Guard gets him and leaves the city-within the city and starts heading north to find his uncle in Jeroboam. On the way, he runs into one of his friends and his long lost friend Daisy Dovetail and together they head north.
By the time Bert, Rodrick Roach, Daisy, and her friend from the orphanage, Martha get to the marsh in
northern Cornucopia, they are starved, cold, and nearly dead. When they think it is all over for them a strange figure picks them all up and takes them to its cave. Then they find out that the Ickabog is real and harmless. Soon Daisy befriends it and convinces her that the humans would not want to kill her or her soon to be born baby Ickabogss.
