- each state will have one vote for each question

- my name is Roger Sherman and i am from Connecticut
- Lower House=House of Representatives, would be elected by popular votes satisfied Virginia Plan Upper House=Senate, would be chosen by state Legislature satisfied New Jersey Plan
- Northern States Perspective
- Enslaved people should be counted towards taxes and they can't vote which they shouldn't be count for representatives
- Southern States Perspectives
- Southern people wanted to keep slaves because they helped to sustain their economy and should not be count toward taxes and be part of the population for they could get more representatives
- The 3/5 Compromise
- each enslaved person will be counted as 3/5th of a person for taxes and for population for the House of Representatives. Every five enslaved persons would be equal to three free persons
