At 8:19 p.m. on December 17, 1996, 800 attendees to a reception organized in Lima by Morihisa Aoki, the Japanese ambassador, were held as hostages by the terrorist group MRTA whom were setting the explosives by this moment and were ready to terrorize the attendees.

During this event, thankfully Luis Giampetri was there to aid the hostages with a radio he had: "We explained our plan to Ambassador Aoki, and the only one who was close to Idetaka Ogura (a former hostage who denounced the extrajudicial executions after the rescue), it seems that they talked and the plan was frustrated. After two days all the armored doors were removed". He was key for the next operation.

Taking advantage of the terror they have provoked, MRTA offered to free the hostages from the Japanese embassy while gaining things in return: 1. Release of 465 members of the MRTA in different prisons in the country. 2. An escape route into the jungle and a review of neoliberal reforms.
