Australia’s military forces were seriously depleted. The Universal Training Scheme had been suspended 10 years earlier and Australia’s regular army comprised only 3000 men. On 20 October 1939 Menzies announced the reintroduction of compulsory military training

I permit the citizen military forces to fight further afield.
In the case of a conflict, the Act established the government's ability to conscript men for self-defence. It did not, however, allow soldiers to be conscripted for overseas service.
