- Tripolie and other barbary pirates wanted tripble from the us but jefferson didn't want to pay so tripoie declareded war on the us then, they signed a peace treaty.

- France wanted support from the us but, us had no suppliers, soldiers, and aid, So gov declareded neutrality and then france started attacking us ships.
