- THE LOUISIANA PURCHASEBY ALICE MOHLMAN
- Thomas Jefferson wanted to buy New Orleans because it was a very important trade port. He sent Robert Livingston and James Monroe to France to offer France $10 million for New Orleans. No one really knew who had the power to purchase foreign lands.
- Yes, Mr. President. We will do so. Just a word of advice, ponder on the fact that it may not be in the president's Constitutional power to purchase foreign land.
- Robert Livingston, James Monroe, I would like to purchase New Orleans from France. Offer them $10 million for the city.
- Just so long as President Jefferson can somehow find a way around the Constiution not specifically saying he can purchase foreign land...
- Minister Talleyrand, Napoleon Bonaparte, I am James Monroe and my comrade here is Robert Livingston. We are from the US and are sent to offer you $10 million for New Orleans.
- $15 million for the entire Louisiana Territory? We'll check with President Jefferson, but it sounds like it will probably be a yes.
- $10 million, you say? Tell you what, I'll make you a better offer. How about $15 million for the entire Louisiana Territory?
- James had a point... It isn't in the Consitution that I can buy foreign land, but it doesn't specifically specify who is able to purchase foreign land. I do want to take France's offer, because it's a very good offer... Maybe I should appeal to Congress for an amendment to the Constitution? If we bought this land, we could double the size of our country! It is for the good of our country, after all!
- I know! I'll put it as a treaty! I'll sign a treaty taking Napoleon's Offer! The executive branch has the power to sign treaties! Yes... it is loosely reading the Consitution, which goes agaainst everything I believe, but I believe it is for the best interests of our country!
