- In a city called Delta, where 15 and 16-year-old's are tested and then taken away to be trained to be part of the P.J.C, a peace keeping organization owned by the government, a 16-year-old girl named Brielle, or Bri, scores a Standared, and is sent away to train at the P.J.C. .
- At the P.J.C training center on the edge of the city, the new recruits are trained harshly and mercilessly, all trying to become top of their class by the end of training. Bri makes many friends and enemies, one friend being a boy named Mylo, who she becomes intrested in. As she trains, she starts get suspitious about the P.J.C.'s goals. They tell her that the point is to protect the city from the ousiders beyond the fence. But when Bri accidently finds a room full of plans to takeover the city and destroy the wall (and whoever's behind it), she knows her whole life has been a lie..
- Bri tells Mylo what she has discovered, and he tells her they have to leave before training is over, because that is when the plan takes place. But when Bri's rival, Luke, finds out about thier plan to escape back to the city, and tells the High Council, the five leaders of P.J.C., Bri and Mylo can't wait any longer, so they leave immediately, escaping on a passing train.
