- Hmm, states or local governments has the power to make laws about  there's sales tax, marriage, adoption and crimes/punishment.
- Also Grandpa, what makes the president the Commander and chief of the air force? I know that being Commander and chief of the army and navy is written in the constitution, but I don't see Commander and chief of the air force.
- That is an example of an implied power, it is not written in the constitution, but it is suggested.
- Are there any other powers you can tell me about?
- Yes, emergency service powers ARE written in the constitution, but are necessary because they proved protection and safety of life and property for all the residents of the community.
