Thomas Jefferson recognized the need for a smooth and peaceful transition of power from the Federalists to the Democratic-Republicans. That is why in his inaugral adress of 1801, Jefferson stressed the popular acceptance of the basic principles of constitutional government.
The Lousiana Territory emcompased a large and largley unexplored tract of western land through which the Mississippi and Missouri rivers flowed.
No clause in the Constitution stated a president could purchase foregin land. Jefferson submitted a purcahaseagreement to the senate arguing that lands could be added to the U.S. as an application of the president's power to make treaties.
In political terms, the Lousiana Purchase increaded Jefferson's popularity and showed the Federalists to be a weak, sectionalisr party that could do little more than complain about Democratic-Republicans policies
In 1800, the French military and political leader Napoleon Bonaparte secretley forced Spain to give the Losuiana Territory back to its former owner, France.
Jefferson sent ministers to France with instructions to offer up to $10 million for both New Orleans and a strip of land extending from that port eastward to Florida.

So you can see that this is a great idea! Since Britian would not want to lose trade with us, they should hopefully abide by these rules.
Embargo Act of 1807- Prohibits American merchant ships from sailing to any foregin port. - Since the U.S is Britian's largest trading partner they should (hopefully...) stop violating the rights of neutral nations rather than lose U.S. trade.
The Embargo Act was a very large mistake that lead to many economic problems and was one of the factors in the War of 1812.
