- Each Bill Starts with an Idea! Anyone can have this idea. All bills first start by the people.

- Next, the bill is drafted and introduced! It will receive a title and number before it is referred to the proper committee.

- Next, committee action takes place! This allows experts and citizens to share their opinions.

- Once in a committee, the bill can be modified, ignored, declined, or replaced!

- If the bill is approved by the committee, it is then considered by the full house or senate.
- If the bill is sent to the senate, they may filibuster it or add riders. The bill will be passed if the majority of the senate agrees with it.
- If the bill passed by the senate is different than the one passed by the house, it will go to a conferencecommittee, where a new version of it will be created. If that new bill is passed by both sides of congress, it will be sent to the president.
