  • State representatives based on population. Strong national government with three branches: Legislative, Executive, and Judicial. Legislature divided into two bodies, senate and house of representatives, of proportional representation. Checks and balances
  • The Great Compromise
  • Proposed a unicameral legislature with equal votes of state and an executive elected by a national legislature. Maintained the form of government under the Articles of Confederation while adding powers to raise revenue and regulate commerce and foreign affairs.

  • Reconciled the two sides by making up one house of the legislature, the Senate, of equal representation; two representatives from each state, and the other house of legislature, the House of Representatives, to be distributed according the to population of each state.

  • A debate about how much a slave counts for. Southern states wanted them to be full people, but that wouldn't be fair. Northern states wanted them to count for nothing, so they had to compromise. The compromise was that each slave counted as 3/5's of a person.
