- France wanted the US aid to help their revolution, but the US didn't have the supplies, money, and soldiers for it. So, Washington declared neutrality. Then the French attacked US ships.

- The US wanted the British to stop attacking their ships, but they wouldn't, so they signed the Jay Treaty. Then the French attacked the US because they wanted US and British to go to war.

- French wanted money but the US said no, so they went to war. Then they signed a treaty to stop attacking if they didn't have to pay for damages.

- The Barbary Pirates wanted $2 million for tribute from the US, but Jefferson didn't pay so Tripole declared war. Then Tripoli signed a peace treaty if they paid $60,000 to them.
