Delegates from all 13 colonies meet and discuss changes to the Articles of Confederation before soon realizing that they just needed to start over, they then started on the Constitution. They decide there should be 3 branches of government: Legislative; which makes laws, Executive; which enforces laws, and Judicial; which interprets laws.
The Delegates reach an impasse as tensions flare. They had two plans for the constitution. The New Jersey Plan, which small states favored, has a unicameral house where each state has one equal vote and slaves are not counted in representation. The Virginia Plan is introduced too and the big states favor it as it gives representation in a bicameral legislature based on population and slaves are counted for that representation.
In the thick of the fight, a new voice arises. Roger Sherman introduces his Connecticut Compromise. He says the House should be Bi-cameral and one house's representation will be based on population, and in other house, called the Senate, each state will have two representatives. This proposal also counts slaves as 3/5 of a person for the representation in the House of Representatives. This makes both sides happy and the Connecticut Compromise becomes part of the constitution.
