Important leaders and men such as George Washington, James Madison, Alexander Hamilton, and Benjamin Franklin arrive in Philadelphia for a convention discuss a plan to make the government strong.

This plan depends on the size of the state and how many delegates they will be able to choose.
We need a set of rules for our government
We will write a Constitution
Members from smaller states feel the Virginia plan is not fair
We propose the New Jersey Plan where all states no matter size, will have the same number of representitives
I vote no against this plan. We need a compromise!
We will call this new plan the Great compromise. It ha some parts of both plans.
Both sides work out a compromise and give up something to create a plan

Congress then added the first ten additions as the Bill Of Rights so the people were always protected
