- I have an idea of how both the big states and the small states can come to an agreement!!
- It's called "The Great Compromise" it's a mixture of the Virginia plan AND the New Jersey plan.
- What is it?!
- Well how will it work?!
- There will be TWO houses of congress: The senate and the house of representatives. It will consist of proportional representation, That way both the small states and the big states have equal representation.
- EXACTLY!
- WOW!! That's amazing that you got the best of both worlds. Now larger states will be happy, and so will smaller states!
- I think we have!
- So we've come to a decision with slave population then?
- We'll have it from both the southern and northern point of view. Every five enslaved people will count as three free people for determining representation. This same ratio will also be used to determine taxation that the state will owe the nation.
- That works! Although I am sad that we can't yet do something to stop slavery.
- Me as well but this was the only way to come to an agreement...
