- September 1814 European nations congregated to discuss problems caused by wars and establish new boundaries. Major decisions were made by Austria, Britain, Prussia, and Russia. During the congress they created the bund or German confederation of 39 German states which aided unification.

- We would never lower our tariffs to their level.
- By 1834, Prussia had formed the Zollverein, a customs union of 18 German states that expanded. It promoted economic expansion for all its members and divided tariffs equally among states. Austria didn't join and Prussia took the lead. It helps unification by creating free trade throughout Germany.

- Don't raise taxes!
- Wilhelm I wanted to reform the army but the meant increasing the budget and saw the Landwehr as pointless and wanted to merge it with the army. The Liberals were scared of Wilhelm's ideas and agreed in 1861 to vote funds for one year. The liberals increased their representation and in September 1862 once again fought with the king about the budget. Wilhelm couldn't handle the problem so Bismarck stepped in to aid the situation. This aided unification because it brought Bismarck into events.

- Denmark
- In 1863 Christian IX proposed the incorporation of Schleswig into Denmark which angered the German Confederation. Bismarck wanted to secure the two duchies for Prussia but he did not want to provoke Austria by acting independently. When asked by Bismarck, Austria agreed to fight against Denmark. In January of 1864 Prussia and Austria fought Denmark and in June Denmark was defeated giving both duchies to Austria and Prussia. It helps German unification because they became in control of S and H.

- War is coming soon...
- There was debate over the government of Schleswig - Holstein. Bismarck was hoping to create anti-Austria feelings in Prussia and knowing war was coming soon he started seeking allies. The war started in 1866 and Prussia won in seven weeks and as a result of their victory the treaty of Prague and the north German confederation was created. This aids unification because as a result of Prussia's victory the bund was dissolved and Austria was excluded from Germany.

- Now everyone will think Napoleon is evil.

- June 1870 Queen Isabella steps down from throne. Napoleon III was looking for alliances and Bismarck made him seem like a bad guy. Bismarck used ems telegram to anger France and create war. France and Prussia went to war and France lost. Helped unification because it created the German empire.
