First Nations use a band council (electoral system) to govern reserves. The Chief's power is limited because the Departement of Indian Affairs handles most of the big elements on reserves. Long-term changes can't be made since there is an election every 2-3 years.

I'm so sorry I can't, the Superintendent General declined me permission.
Often the resources that Treaties promise aren't adequately provided on reserves by the government. Meaning was often lost through translation so both parties have different interpretations of what the Treaties offered.
I'm tried of being treated unfairly. They took our land and now won't provide us with proper rights like they promised!
Facts, all these restrictions go against our charter rights.
IKR, the government has so much pride in the Charter yet won't let it apply to us to execute our freedoms
Land on reserves is sometimes leased out to non-First Nations because the government thinks the First Nations haven't used it to its full extent. It's difficult for them to do that because of the permit system/unsuitable land they were given.

No one is allowed to solicit funds to First Nations reserves/legal claims without a license from the Superintendent General. This makes it difficult for them to fight for their land.
