  • John Dickinson wrote the final draft of The Articles of Confederation. The Articles created a national government composed of a Congress, which had the power to declare war, appoint military officers, sign treaties, make alliances, appoint foreign ambassadors, and manage relations with Indians. Congress approved The Articels of Confederation in 1777.
  • Maryland was the final state of the 13 to ratify the Articles and declared them to be enforced on March 1st, 1781. Years later of May 25th, 1787 state officials met and determined that simply changes to the Articles would not make the government stronger. This group became the Constitutional Convention, and started drafting into a new national government.
  • 70 delegates were appointed but only fifty-five men were able to attend the Constitutional Convention. It took place from May 14th-September 17th, 1787. Delegates elected George Washington to preside over the Convention. The U.S. Constitution was adopted on September 17th, 1787 with 39 signatures submitted to the states for ratification.
  • The new national government was a strong federal government, a bicameral legislature, and had separate executive, legislative and judicial branches. On March 4th, 1789, following ratification in 1788, the new government started operating on that new date.
  • That same year, Congress made the Principles of the Constitution. There are 7 principles of the Constitution, which include Republicanism, Separations of Power, Limited Government, Popular Sovereignty, Federalism, Checks and Balances, and Individual Rights.
  • The Principles were created to have a limited government, so specific powers are given to a centralized government while others are given to local/state governements. Then the government would be limited to only having powers that the Constitution gave them.
