- Mom Luby, an old woman who takes care of children Elijah and Arlethia (Puddin') since their mother died three years ago. However, she is unable to support them so she goes down to the Welfare Office seeking State Aid. But in order to qualify for it she needs to lie about being their mother.
- Scene 4
- Some time later, a knocking was heard at the door and Elijah went to see who it was. The door revealed a brownskin dressed in dark blue carrying a big leather envelope. She then introduced herself as Miss Rushmore of the Department of Child Welfare, Bureau of Family Assistance.
- Scene 5
- She asks Mom Luby questions to complete the form left blank at the office. Mom Luby lies and diverts from the interview with casual talk. Mom Luby is then told to revisit the Welfare Office to fill out more forms. Mom Luby replies that she's busy and Miss Rushmore accompanies her on her duties.
- Scene 6
- They return and went to the speakeasy where the interview continued. At the end Mom Luby was told that she was not qualified for the State Aid. Miss Rushmore also inquired how is that she got more done in two hours than she ever get done in two years.
- Miss Rushmore leaves as everyone laughs at her
- Mom Luby accepts that Miss Rushmore has a point "You need an education to fill out forty pieces of paper for one pair of shoes." And they continued with their normal lifestyle.
