He was quoting Lincoln because he fought for the rights of the Negro's, just like Martin Luther King is doing.

King uses this to emphasize the fact that all the African Americans including his own children are being discriminated just because of the color of their skin.

King is saying that all Negro's aren't free even after they were freed over 100 years ago"

King said this because he wants to remind us that Lincoln also fought for the rights of the African American's. That he signed the slaves to freedom.
He is saying that he will not rest and neither will the rest of the African American's until they are granted the full citizenship they deserve.
King said that the African American's have had a bad reputation and they are getting a good reputation back.
