  • The Senators are given printed copies of the bill's final version. Only the bill's title is read on the floor this time. Nominal voting takes place. The approved Senate bill is sent to the House of Representatives for approval if it passes.
  • Submission to the Malacañang
  • The Lower Chamber follows the same procedures as the Upper Chamber (First Reading, Second Reading, Third Reading).
  • Second Reading
  • The final edition's enrolled form is produced if the House-approved version is compatible with the Senate's. If there are some distinctions. A Bicameral Conference Committee has been established to reconcile conflicting provisions in both the Senate and the House of Representatives versions of the bill. The conference committee submits its report on the bill's reconciled form. Both chambers have given their approval. In its enrolled form, the Senate prints the reconciled version.

  • Malacañang receives the completed enrollment form. Either the President signs it into law or vetoes it and returns it to the Senate with a veto message.
  • Bill author delivers sponsorship speech on the floor. Senators debate the bill's pros and drawbacks through debate, interpretation, turno en contra, and rebuttal. A period of amendments includes essential revisions to the bill submitted by the committee or introduced on the floor by Senators themselves.
  • Senators vote on the bill's second reading version. The bill will be scheduled for third reading if it is passed.
