- The board was a group of Sage Philosophical men. They turned their attention to the workhouse and found at once that poor people liked it.
- It was a tavern, where there was nothing to pay; a public breakfast, dinner, tea and supper all year round; a brick and mortar Elysium, where it was all play and no work.

- So, they established a new rule, that all poor people should have the alternative of being starved by a gradual process in the house, or by a quick one out of it.
- With this view, they issued three meals of thin gruel a day, with an onion twice a week and half a roll on Sundays. The board had made a decision regarding Oliver the very day he arrived, that would exercise the most material influence over all his future fortunes. Poor Oliver, he little thought about it.
- The workhouse hall in which the boys were fed was a stone hall, one man dressed in apron assisted by one or two women, ladled the gruel at mealtimes. Each boy had one porringer no more except on great public rejoices. When they had two porringers and a full bread.
- Boys have generally a great appetites. The bowls never wanted washing, the boys polished them with the spoon till, there's not a drop left. Oliver Twist and his companions suffered the torture for three months.

- A council was held for who will be asking the man who pours gruel to give more gruel. One boy was supposed to pick, when he did it fell for Oliver Twist.
- When he did he was reported to the board and went into instant confinement
- In the morning a bill was passed on the gate which was return that anybody who takes Oliver from the Parish's hand will receive five gold coins.
