  • In the year 1787, delegates form most of the states gathered together in Philadelphia. They formed the continental congress, planning to rewrite the Articles of Confederation. However, These delegates were constantly arguing about how things should be run...
  • The larger states favored the Virginia Plan. This plan offered an bicameral legislature and an representation based on population.
  • The smaller states preferred the New Jersey plan. With this plan, all states got equal representation, and there was only one house of government.
  • But along came the Connecticut Compromise. This Great Compromise created a two house legislature. One house with equal representation, and the other with representation based population.
  • The southern states wanted their slaves to count as part of their population so that the southerners get more representation. But they did not want them to count for taxes or that they should be allowed to vote.
  • The northern states did not have as many slaves and did not want to be over powered by the southerners so they argued that slaves should also count for that states tax.
  • Eventually, the two sides agreed to let 3 out of every 5 slaves count for taxation and population. This is known as the 3/5ths Compromise. 
  • They also agreed not to address the issue of slavery until 1808, 20 years! Slaves are not even mentioned in the Constitution, instead they are referred to as 'all other people'
  • The delegates coming to agreement, they drafted the Constitution, presented their work to the public. It would be accepted in another 2 years. Much of they put together is still in use today.
