Duties or Tariffs, taxes on imported goods, were placed on American goods to force Texas settlers to trade with Mexico ! New garrisons, forts where soldiers are stationed, were set up to control the commerce, the buying and selling of goods and services, in and out of Mexico, and to prevent Americans from entering Texas ! Texas settlers were furious because the law went against the Mexican Constitution of 1824
