We have a very tiny state of seventy people. 40 of them belong to the Blue Party, and 30 belong to the Red Party.
We need to divide this state into seven districts (Redistricting). Each district will send one representative to the House to represent the people (Reapportionment) . We want the representation to be proportional.
And just our luck, they live evenly with the Blues on one side of the state and the Reds on the other.
Because our citizens live in a neatly ordered grid, it's easy to draw seven lengthy districts three for the Reds , and four for the Blues.
Depending on who controls the state Government these districts could be easily Gerrymandered for a particular political party. They would just have to manipulate the shape and keep the census in mind
There should be ten people in each section just didn't have enough room to fit them all there.
This is just a proportional representation.
