Maybe they can play a game on their chromebooks while catch up my behind students.
Attitudes and Beliefs
I don't think the students will benefit from it. I don't want to use it when we have books they can look through. They can also collaborate with on another.
In some classrooms, not all teachers are ecstatic to have technology used within their lessons. There is often a negative mindset that students won't learn through the technology or that they will lose certain skills. this mindset leads to minimal use in the classroom or thoughtless activities.

Back in my day, we didn't have these tools. I'm not sure how to incorporate this into my curriculum.
I'm not sure how I can let them use technology when they won't listen to the instructions.
Inadequate Knowledge and Skills
Some teachers hesitate when introducing technology into their classrooms and lessons due to their lack of knowledge. Often times, they may not be aware of how specific platforms may work and how to incorporate them into the lessons they have prepared. In other cases, some teachers may have some knowledge, but their classroom management holds them back because rules and routines have to be alterated a bit.

How are we supposed to be blended learning when my iPads aren't up to date.
Lack of Resources
I don't even have enough to give one to all my students for a class demonstration.
The idea of having technology in the classroom isn't always the problem. Sometimes a school or district doesn't have enough resources to pass along or keep updated, and makes it difficult on the teachers to incorporate it in a meaningful and constant way.
