Each Bill Starts with an Idea! Anyone can have this idea. All bills first start by the people.

Next, the bill is drafted and introduced! It will receive a title and number before it is referred to the proper committee.

Next, committee action takes place! This allows experts and citizens to share their opinions.

Once in a committee, the bill can be modified, ignored, declined, or replaced!

If the bill is approved by the committee, it is then considered by the full house or senate.
If the bill is sent to the senate, they may filibuster it or add riders. The bill will be passed if the majority of the senate agrees with it.
If the bill passed by the senate is different than the one passed by the house, it will go to a conferencecommittee, where a new version of it will be created. If that new bill is passed by both sides of congress, it will be sent to the president.
