Slaves
They decided to get rid of the Articles and write a new constitution, which they were going to base mainly on the Virginia plan. They also agreed to start fresh and create 3 branches of legislature, but could not decide on a number of representatives.
The United States Congress was going to be made up of 2 houses, the Senate and the House of Representatives. The Senate was going to have 2 representatives per state, and The House of Representatives would be based on the state's population.
The last thing they argued about was slavery, so they decided to compromise for that as well. The North wanted slaves to be counted for taxation over representation, but The South wanted the opposite. As a result, they came up with the 3/5's compromise.
