With the threat of the Persians still around the city-states of Greece formed an alliance, and an anti-Persian League aka the the Delian League.

The Delian League grew corrupt because of Athens . The Athenians had the Delian League's treasury moved to Athens. They spent the money on rebuilding Athens to be even better than it was, the Parthenon, and a statue of Athena. To deal with this unfairness the Spartans created a league to rival that of the Delian. The Peloponnesian League was created as an anti-Athens League. It included the poorer city-states.
Sparta had a strong army and Athens had a strong navy. This difference in military strength made the two sides to develop very different plans for winning the war. The Athenians under Pericles decided to avoid fighting Sparta and its allies on land and to attack from the sea. Athens stayed safe behind its city walls when the Spartans expected a big battle. The maddened Spartans burned the Athenian's crops in hopes to weaken them. In the meantime the Athenians suffered through a plague the killed 1/3 of their population Eventually they signed a truce, that wouldn't last long.
The Truce was supposed to last 50 years but it only lasted two. Athens and Sparta went back to war over the rich land of Sicily. Athens laid a siege to Syracuse, Sicily's strongest and prosperous city, but Athens attack was disorganized and made many mistakes. Spartan reinforcements arrive and attack the Athenians on land and sea, sunk all 200 of their ships, and killed or enslaved 40,000 soldiers. Sparta strengthened themselves by allying with Persia. With all resources cut of Athens had two choices surrender or starve, reluctantly they surrendered.
