Tsar Nicolas II knows his reign as ruler of Russia could be nearing an end. A revolution in February of 1917 was just put down by the use of the army which ended up killing some civilians. The country is still in unrest as food shortages and war cripple the nation. The noblemen and royal family eat well while the peasants/workers starve outside.
Tsar Nicolas II was in a state of dismay. He was losing many battles against Germany and it was costing him lots of resources. He had to take food from the people to try and supply the army, though this put the people in a state of unrest. Some of the people were even straving and those who weren't were very poorly fed. The people protested in the streets and the situation was getting very dire as a revolution looked to be coming.
In February of 1917, a revolution by the people of Russia removed him partially from power. The Tsar signed an agreement that he would relinquish most of his power and give it to a Provisional government. This represented a more democratic form of government and was mostly the end of the Russian Monarchy.
