Katniss and Peeta both won after being attacked by monstrousbeasts with past tributes eyes. Thresh was killed, but the Game Masters said that only one of them could win, the rule change seemed to be a trick. Katniss and Peeta both almost swallowed poisonous berries before being stopped by the Game Masters saying that they can both win.
