  • Anyone can come up with a law. In this case, a student would ask a teacher (congressman) to sponsor and make a bill.
  • Conference Commitees
  • We both agree on this version of the "Healthy Food Bill"
  • The bill will be send to a group of committee or subcommittee (teachers) and they will discuss and making vote. Then they send it to the teacher conference (House of Representatives or Senate) for floor action.
  • Presidential Action
  • I will sign it and make it a law!
  • At this point members may propose amendments to the bill, add additional text, or otherwise alter the bill.
  • The Creation of a Law
  • Students will now get better and healthier food!
  • To resolve or reconcile the differences between the House (teachers) and Senate (counselors) versions of a bill. If the conference committee is unable to reach an agreement, the bill dies. If an agreement is reached, the committee members prepare a conference report with recommendations for the final bill. Both the House and Senate must vote to approve the conference report.
  • After both chambers approved the bill, it will be send to the President (Principal) to sign and it will become a law. He can choose to veto meaning reject the bill. However, both House (teachers) and Senate (counselors) can override the veto to make it a law with 2/3 votes. If he chose not to veto or sign, it will become a law automatically after 10 days. If Congress adjourns during the 10 days after the bill is sent to the President and he does not sign it, the bill is automatically vetoed.
  • The Bill will be written off as a public law by the Office of Federal Register and the Government Printing Office will publish it.
