- In an oligarchy a group of people have control.only a certain group has politicalrights, such as members of one political party one social class, or one race.

- In an anarchy no one is in charge. Sometimes refereed to as an out of control mob. It would be one way to describe the human state of existence before any government developed. Everyone looks out for themselves.
