- Because of the space ray, Mel got in trouble with the Makoto police! The Makoto government was going to punish him but...
- Now the Universal government heard about this and wanted to punish Mel. There was a rule that space rays couldn't be in a school zone, the Space Ray-Free School Zone Rule. After his trial, the Universal court decided that he was guilty, and he had to go to space prison for half a year!

- After thinking about the decision of the universal government, Mel and his robot lawyer wanted to try again, They appealed the case, which is asking for different people to make a decision in a more important court. It was decided that Mel was allowed to go before the Universal Panel, who will come up with the final decision!

- Mel's lawyer made their case before the Universal Panel, saying that the commerce clause, the law that gave the Universe government control over inter-planet trade, did not give them the power to make the Space Ray-Free School Zone Rule. Which meant they couldn't punish Mel.
