- Lets limit the state's vote into one vote to protect the security of smaller states and minimally alter the Articles of Confederation!

- 3 of the smaller states think that this idea is terrible! This alters the articles too much!
- Let's have a three-tiered government with branches! The states will be represented based on populations and the national government will have power over the citizens!
