Terms of acceptance
Claudius plans to send Cornelius and Voltemand to Norway to give a letter to the current King Fortinbras (who is the uncle of the young Fortinbras). In the message, Claudius demands that the he will make his nephew cease the creation of his army.
Cornelius and Voltemand arrive in Norway to deliver Claudius's message
When Cornelius and Voltemand return to Denmark, they say that the young Fortinbras accepts their terms. But in return, he wishes for passage through Denmark with his army (not suspicious at all).
