State of nature is equivalent to war, he believed. As people are living in constant fear and have to be on guard because all men are equal in power with no responsibility to society. Thus, he wanted autocracy/monarchy in which one can have absolute power.
According to Locke, the state of nature is very very peaceful. He believes that humankind would not harm one another and the government would only create harm if selfish. Thus, he believes that the government should be created with the acceptance of the citizens - he was supportive of democracy.
To him, the state of nature is equal and peaceful, with people not having conflict and worrying about their own needs! Thus, Rousseau believed that all citizens can have the right to say and vote, hence direct democracy.
