When Frosty is a solid his particles are closely packed, they have a very strong attraction, and vibrate in place. Since solids have a definite shape and volume, Frosty cannot flow in cold climate.
Now Frosty is in a warmer climate. Adding thermal and kinetic energy to a solid causes it to melt. The solid becomes a liquid that has an indefinite shape but a definite volume. Liquids are also close but able to flow, have a strong attraction and their particles can move around each other.
