They usually are a small group of people and sometimes even a single person. Their goals consist of, how much money they want to make, and goals that are going to help the company succeed. A goal might be to sell 50 cars a month, and they want to hit that goal or exceed that goal.

An example would be if someone isn't doing their job right or needs to be cut from the job they will report to the top-level manager.
